Abstract : Nowadays, innovation is a major stake for development and durability of many companies and institution’s activities. In our work, we are interested in interpersonal communication problem in innovation context. We focus on the upstream of innovation process and we consider the means that can be used. First to leverage organisation’s innovation perspective and second to solve innovation problem proposed by a strategic decision maker. To do this, we believe that people charge with solving an innovation problem should manage some difficulties: to identify what can be an innovation for the decision maker, to define the objects with a big innovation potential, communicate to his possible partners the innovation field to investigate and to find ideas to innovate etc. Then, we try to identify and to present these ideas to contribute to decision making process. At this time when the Web is really the universal source with access to formidable information quantities, we use it to establish some creativity and idea sources for innovation. This paper presents a method to solve these communication problems. It presents a tool box which potentialities are illustrated by an example of the management of a “new chair” development problem. |

Abstract : With a liberal political culture that is characterized by limited government, internationalism and an open society, Canada stands somewhere between France and the United States in its degree of cultural protectionism and overall intensity of cultural politics. The United States, of course, is the great cultural exception with a regnant popular culture that is able to indemnify its production costs over a populous and prosperous society which is largely immune to cultural expressions that do not project an American sensibility. In effect, the United States can afford to have a “cultural open-door policy” because it has little to fear from foreign competition. For Canada, however, cultural free-trade raises the specter of standing unprotected against the forces of American cultural annexation. This discussion will survey the debate over U.S. cultural imperialism and Canadian concerns for its cultural sovereignty with particular reference to the international trade agreements of the past decade. |

Abstract : The purpose of this paper is to present a new perspective on knowledge metaphorical analysis: knowledge as a field. The concept of field is taken from physics, where it is defined as an intangible continuum of forces generated by a specific tangible object. This perspective overcomes the limits of the previous interpretations of knowledge as stuff or flow, especially the limits of substantiality and linearity. In the new perspective knowledge is conceived as a nonsubstantial entity, nonuniform, nonhomogeneous and nonlinear. Thus, we open new opportunities for understanding knowledge and its organizational dynamics. |

Abstract : The « information society is characterized inter alia by the multimedia convergence. This phenomenon is accompanied by numerous innovations of " techne "and " logos", machinery and practices, systems and services. In this context of multimedia convergence, television also turn to nomadism: it has become "mobile". Our research focuses on the practices of television on the mobile phone in France (in Rennes) and Romania (in Timisoara). The aim of this paper is to initiate discussions about a renewal of emerging practices approaches. The approach we propose is centered on the organization of social practices in the public space. The organizational dimension is a major anthropological dimension (Ch. Le Moënne), where, in the context of globalization, multiple forms of rationalization and standardization take place. In the European Economic Area, the technical standards of mobile TV are spread through the market, by the political and legislative framework. At the same time, the anthropological and cultural norms are also changing. Consciously but mostly unconsciously, users categorize and normalize constantly bringing out new social forms. The paper is divided into two parts. In the first part, we will examine the link between innovation and anticipation. In the second part, we present our organizational approach of emerging information and communication practices. |

Abstract : This paper presents a case study of online learning. It is based on the researcher’s participation in an inter-university collaborative module at two higher education institutions in South Africa and the United States from August to December 2001. The paper addresses the advantages and disadvantages of the online learning environment and learning in a Virtual Classroom. It provides a critical interpretation of the virtual classroom experienced in this collaboration between institutions. It finds that there are benefits from applying this technology in educational practices and programs particularly in the African context where a large majority of school-leaving learners have little or no access to higher education. However, it also expounds the NEPAD (New Partnership for Africa’s Development) initiative to produce ICT in schools throughout Africa to fulfil the Millennium Development Goals on education in developing countries. |

Abstract : Science fiction participates to the creation of a global culture of innovation. It is diffused in most of the developed countries to promote technical innovation and has motivated a lot of actors of capitalism to imitate the utopian technologies represented in these very popular movies and novels. The stake of this article is to define the strategic habitus in a cultural environment constituted of multiple centers of Research and Development (R and D) organized in network. The management of science fiction is necessary to optimize innovation at a global level. After the step of the ideological filtering of science fiction, the construction of discursive philters permits to manage productive systems with common and normalized cultural considerations. The approaches of sensemaking, storytelling and “strategy as discourse” are used at the theoretical level. |

Abstract : Proponents of the “Tunisia change” toward structural unemployment of young graduates highlight the “change’s era” as a unique innovative solution. In this publicity process, the Democratic Constitutional Rally (RCD) partystate plays a major communicative role. It acts indeed the same way as a huge communication agency. The party, internally, will have the responsibility to promote the presidential actions on the ground. Externally, in a gradually globalized world market where suitcaseconcepts such as “good” or “new governance”, “democratic transition”, “sustainable development” and “information society” are plentiful, the RCD’s role is therefore to be a catch-all rhetoric. |

Abstract : In the context of globalization the research of innovative teaching methods and techniques becomes relevant. The traditional teaching approach where the training of practice material is preceded by rule-presentation (explanation + mechanical formoriented practice) doesn’t meet the requirements of constantly developing rational language processing. Contemporary studies are considering the ways how to allow second language learners to be rational in the sense that their mental models of language functioning are the most optimal. This paper outlines current cognitive perspectives on second language acquisition. Language learning involves the acquisition of frame instructions or input-processing instructions (explanation + structured-input activities). Competence and performance both emerge from the dynamic system of frequently used memorized constructions. Frames are dynamic contextualized activation of stereotyped situations. This system proves to be rational since it aims at optimal reflection of prior first language usage and induces learners to think consciously about some sort of rule in order to work out the meaning. The frame–based instruction consists of activities which present learners with a stimulus and require them to respond choosing the appropriate language form for communication. The targeted feature of such communicative tasks has two aims: 1). to stimulate communicative language use and 2). to target the use of a particular predetermined linguistic feature. The empirical research shows that frame-focused tasks direct learners attention to the meaning realized by the target form. Methodological basis includes some theoretical propositions from recent Relevance theory and cognitive linguistics. |

This trend of rapid growth of the urban communities leads to multiple consequences both economically and socially on the use of resources and their distribution. The urban is the area where cross the resources, the population and the production activities and yours management. Abstract : Positioning of universities on the different educational markets is critical for academic survival, role definition and status clarification on the present education markets. The latter are defined by the globalization of educational services, an increased number of players and their almost fierce competition to attract students and funding. The ever increasing competitiveness all over the world, the new missions that universities have to assume due to pressures from stakeholders, and also from global processes (among which demographics and technology are ever more uncomfortable) are important issues that call for a clear organisational communication, as well as for an effective interorganisations information exchange. The present paper explores the importance of identity building for a coherent communication process meant to ensure the adaptability of a Romanian university to the needs of both its Romanian public, and also to those of an international audience. The case study under discussion is The Bucharest Academy of Economic Studies (BAES), its identity, vision and mission and strategies development. The analysis of the identity building process in the BAES starts from the definition of the university as a “research and teaching university which organises higher and scientific preparation in the area of economic and administrative studies”, as approved by the Senate in 2007 (www.ase.ro). As an important dimension of the identity building process refers to its reception by the public involved, a questionnaire was given to a number of staff and students. The findings of this questionnaire, as well as several opinions verbalised during formal and informal meetings and personal conversations are included in this study. |
